《亚太经济时报》载文:“国有国营”是一条基本原则 “政企分开”是一个悖论:一方面,如果我们实行了政企分开,那么谁是国有资产的所有者呢?另一方面,如果我们不实行政企分开,那么国有企业有什么需要改革呢?从实际改革进程看,我们不但没有达到政企分开的目的,而旦还形成了分开与不分开之间的“真空”状态,而国有资产的流失与“真空”状态有关。理论上说,如果国有企业不实行国营,那么国有企业存在的价值是什么呢?
