设计预算是设计文件组成部分之一,它不仅体现设计方案是否经济合理,同时还为安排基建投资和布置工程施工提供具体依据;因此,它是社会主义建设事业中的一项重要的经济工作。我国公路设计部门通过公路建设事业的不断发展,已经培养了一批预算工作人员,做出了不少成绩。但是要适应今后工农业生产不断发展的形势,多快好省的建设我国公路事业,公路预算工作还远远落在后面,不能满足实际需要。目前设计预算工作中存在的主要问题是: 一、预算编制方法繁琐,费工费时,既不能及时编出文件,又很难全部满足施工要求,起不到指导施工的作用。
The design budget is one of the components of the design document. It not only shows whether the design scheme is economically reasonable, but also provides concrete basis for arranging infrastructure investment and layout construction. Therefore, it is an important economic work in the socialist construction. Through the continuous development of highway construction, China’s highway design department has trained a number of budget staff and made many achievements. However, in order to meet the evolving situation of industrial and agricultural production in the future, it is far faster and happier to build our country’s highway undertakings and the budgetary work on the roads is far behind and can not meet the actual needs. At present, the main problems in the design budget work are as follows: 1. Complicated budgeting methods and time-consuming work can neither produce documents in a timely manner nor can all satisfy the construction requirements and can not serve as a guide for construction.
