2003年以来,我国房价一直呈现上涨趋势,一些大城市房价已形成了一定的价格泡沫。推动房价上涨的内在动力是地方政府的自批租商业用地的财政利益,而促使地方政府极力推高地价的深层原因在于土地出让的“招拍挂”机制。因此,遏制房价过快上涨应从改革这一制度安排入手,从源头上切断地方政府基于土地财政利益而推高房价的利益链条,完善目前的“招拍挂”机制,并加大住房保障体系建设规模。
Since 2003, China’s housing prices have been showing upward trend, housing prices in some big cities have formed a certain price bubble. The inherent driving force behind the rise in housing prices is the local government’s self-leasing commercial land financial benefits, and urged local governments to push land prices is the underlying reason for the land transfer “bidding ” mechanism. Therefore, curb housing prices rise too fast should be from the reform of the institutional arrangements to start from the source cut off the interests of local governments based on financial interests of land and push up the interest rate chain, improve the current “auction hang” mechanism and increase housing security System construction scale.
