通辽市是国企改革较早、力度较大的地区之一,近年来,有1240多家中小型国有工商企业改造为股份制或民营企业。1998年以来,通辽市按照“鼓励兼并、规范破产、下岗分流、减员增效、实施再就业工程”的方针,不断深化国企改革,使企业焕发了生机与活力。但是随之出现了大批下岗职工,到今年8月末,下岗职工累计达到66554人。搞好下岗职工再就业工作,让众多的下岗职工重新走上就业岗位,关系到我市改革、发展、稳定的大局,关系到人民生活水平的提高。几年来,我们坚持把做好下岗职工再就业工作,作为实践“三个代表”重要思想的具体体现,作为各级党委、政府的工作重点和重要的政治任务,实行党政一把手负总责,各部门齐抓共管,明确任务,量化指标,层层建立责任制,认真抓落实。在实际工作中,我们坚持以发展促就业的思路,在鼓励下岗职工自主就业、市场调节就业的同时,以再就业基地建设为重点,不断加大政府援助力度,广辟就业门路,拓宽就业渠道,扩大就业空间,集中力量打攻坚战。

In the past few years, we have persistently taken decent reemployment of laid-off workers as a concrete manifestation of the important thinking of the “three represents,” and as the focus and important political task of party committees and governments at all levels, Responsibility, all departments should make concerted efforts to clarify the tasks, quantify the indicators, establish a responsibility system at various levels, and earnestly implement it. In practical work, we insist on the idea of promoting employment through development. While encouraging laid-off workers to work independently and the market to adjust their employment, we will focus on the construction of reemployment bases and will continue to increase government assistance so as to widen employment channels and broaden employment channels , Expand employment space, concentrate on attacking the battle.
