3月26日,薄熙来书记代表市委作了《解放思想、扩大开放,把“314”总体部署落到实处》的重要报告,吹响了重庆新一轮解放思想、扩大开放的进军号角。此后不久,笔者有幸参加熙来书记、鸿举市长亲率的党政代表团赴沪、粤、浙、苏、桂考察学习。
