“治庸问责”的特征和取得的主要成绩是:监督的主体多元、监督的形式多样、监督的重点突出、监督的力度超前、监督的成效显著。“治庸问责”监督存在的主要问题是:外部监督主体的独立性不强;内部监督的压力和动力不足;“治庸问责”的力度、广度、深度和持续性还有待进一步加强。进一步完善“冶庸问责”制度的措施是:进一步增强人大对政府行为的监督能力;进一步健全行政行为公开制度,增强政府行政权力运行的透明度;加强“冶庸问责”制度建设。
