党的十七大报告指出,坚决惩治和有效预防腐败,关系人心向背和党的生死存在,是党必须始终抓好的重大政治任务。这就要求全党认真学习贯彻党的十七大精神,以完善惩治和预防腐败体系为重点加强反腐倡廉建设,在坚决惩治腐败的同时,更加注重治本,更加注重预防,更加注重制度建设,拓展从源头上防治腐败工作的领域。油田各级党组织都必须从思想、制度、机制入手,采取强有力措施,从体制机制上消除腐败滋生的土壤和条件,切实开创反腐败和党风廉政建设的良好局面。
