改革开放以来,西安市经济发展很快,1978—1994年 GNP 由25.3亿元增加到275亿元,年均增长10%以上。但是与同类城市特别是东部沿海地区比,经济发展滞后,差距逐渐拉大,GNP 占全国的比重由1978年的0.71%下降到0.63%,这与西安这个特大城市的地位极不相称。形成这种格局的原因是多方面的,而投资强度不足是一个很重要的原因。1994年全市固定资产投资占全国的比重仅为0.51%,低于同期 GNP 占全国的比重。在16个副省级城市中固定资产投资额最少,仅占2.9%,低于同期 GNP 占3.6%的比重。
Since the reform and opening up, the economic development in Xi’an has been rapid. From 1978 to 1994, the GNP increased from 2.53 billion yuan to 27.5 billion yuan, with an average annual growth rate of over 10%. However, compared with similar cities, especially the eastern coastal areas, the economic development lags behind and the gap gradually widens. The proportion of GNP in the whole country dropped from 0.71% in 1978 to 0.63%, which is disproportionate to Xi’an’s mega-city status. The reasons for the formation of this pattern are manifold, and the lack of investment intensity is a very important reason. In 1994, the city’s investment in fixed assets accounted for only 0.51% of the national total, down from the national GNP share in the same period. In the 16 sub-provincial cities, the fixed asset investment was the smallest, accounting for only 2.9%, down from 3.6% of GNP in the same period.
