国家医药管理局于1982年10月28日到11月6日在北京召开了全国医药科研计划平衡、成果发奖会议,出席会议的有各省、市、自治区医药管理局、各科研单位、医药院校及协作单位的代表共250人,会议讨论了6个议题:(1)评论了1983年医药管理局系统内的科研计划和国家重点攻关项目。(2)对2000年规划设想纲要交换了意见。(3)交流了科研管理经验。(4)讨论和修改了医药科技保密细则。(5)讨论和修改了新药管理办法。(6)对1978～1981年优秀科技成果授奖。会议于11月6日对1978～1981年的优秀科技成果发奖。这次经过逐级评选出的项目共101项,除其中16项已评为国家发明外,获局级优秀科技成果奖的项目共85项。国家计委、经委、科委和国家医药管理局的负责同志出席了会议并颁发了奖状。
