为制定河南省中学教师继续教育规划及实施方案，我们在全省中学范围内进行了问卷调查，全面、系统地了解了中学教师的基本素质现状以及他们对继续教育的需求，在分析研究的基础上得出了科学的结论，提出了可行的意见和建议。
