“十三五”规划,将成为我国前所未有的彻底脱贫规划十八届五中全会审议通过的《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》,充分体现了习近平总书记一再强调要着力把握的4个原则,即目标导向和问题导向相统一、立足国内和全球视野相统筹、全面规划和突出重点相协调、战略性和操作性相结合。这4个原则,是制定“十三五”规划不可缺少的灵魂。
