本文根据当前新疆水利工程竣工结算中存在的一些不足,从施工单位和业主单位方面来论述如何规范和完善水利工程竣工结算。首先从施工单位自身对竣工编制结算的思想认识,竣工结算编制说明,签证及索赔手续的齐全和资料要完整性,工程量计算及计算过程,单价的确定依据,竣工图的管理和完善,设备和材料价格的确定依据等方面来谈如何规范和完善竣工结算;其次业主单位要把握招投标文件及合同,从源头上控制竣工结算,加强过程控制,做好工程量的计量与价款支付控制,做好工程变更费用、索赔费用管理。
