近年来,中国NGO领域的发展由于外部政治、经济环境与内部生态结构等因素的影响,呈现出加速变化的形态。宏观来看,正处于改革开放之后、NGO出现以来前所未有的“变局”阶段,解读、分析、讨论这一“变局”的特征,是未来公民社会如何发展的推动力之一。本文作者是一位年轻而活跃的公民社会研究者,提出以“市场列宁主义”这一框架,来解释当前中国NGO发展领域正在发生的状况。这一框架出自朱学勤教授的《改革开放的经验总结》一文,指邓公南方讲话之后的改革,将未加变化的政治体制,与资本化的市场经济体制相结合,出现权力与资本的结盟,形成改革之后的弊端与陷阱。基于此,作者在下文中尝试提醒读者注意在这一框架中,在权力和资本的干预下,草根NGO面临的是什么样的现实,并思考在这一现实下,NGO未来的发展走向。
In recent years, the development of China’s NGO sector has taken the shape of accelerating change due to the influence of external politics, economic environment and internal ecological structure. From a macro point of view, it is one of the driving forces behind the development of civil society in the future after the reform and opening up. Since the emergence of NGOs, the characteristics of the “changing situation” have been interpreted, analyzed and discussed in unprecedented stages. The author of this article is a young and active civil society researcher who put forward the framework of “market-oriented Leninism” to explain what is happening in the current development of NGOs in China. This framework, drawn from Professor Zhu Xueqin’s “Summary of Experiences in Reform and Opening up,” refers to the post-Deng regime’s reform after the remarks made by the South. By combining an unaltered political system with a capitalized market economy, an alliance of power and capital emerges. Forming the drawbacks and pitfalls after the reform. Based on this, the author tries to remind readers in the following paragraphs what kind of reality the grassroots NGOs are faced with under the intervention of power and capital in this framework, and think about the future development direction of NGOs under this reality.
