价格约谈机制是行政机关为及时避免价格上涨影响社会稳定而采取的特殊行政措施,其兼具行政指导与行政合同特点,并异于非权力行政行为具有特殊的威慑力。该机制在我国通货膨胀的特殊时期应运而生,具有其必然性。为确保该机制在我国得以更好地发展,也需要探讨该机制目前存在的缺陷与改善的可能。
The price interview mechanism is a special administrative measure taken by the executive authorities in order to prevent the price stability from affecting the social stability in a timely manner. It has the characteristics of both administrative guidance and administrative contract, which is different from the non-power administrative act with special deterrent. This mechanism came into being in the special period of our country’s inflation and has its inevitability. In order to ensure that this mechanism can be better developed in our country, we also need to explore the existing defects and possible improvements of the mechanism.
