(一九六一年十一月一日)搞社会主义建设的大跃进的经验是我们创造的,但是缺乏一套具体的政策。毛主席多次讲过,单单有总路线,没有具体政策不行。而具体政策,要有经验,有反复,才能搞得出来。比如,怎样搞人民公社?为什么刮“共产风”?就是缺乏一套具体的政策。我们的人民公社,现阶段是社会主义性质的。现阶段,也应该说是一个相当长的时期,我们应该有一套具体政策,来引导人民公社的巩固和发展。但是我们缺乏一套具体政策,速度猛了,当然出现一些不平衡,薄
