西部欠发达地区基本医疗保险参保率不平衡的经济负效应是十分突出的 ,它导致劳动者平等的经济权益的缺损 ,出现越弱越贫的马太效应 ,制约企业吸纳劳动力的积极性 ,增加失业 ,并不利于劳动力的自由、合理的流动 ,使欠发达地区内部的收入差距更加拉大 ,消弱了社会保障调节再分配的职能 ,对此应高度关注这一问题 ,制定相应对策解决这一现实问题
