编辑同志: 我们在学习、执行国务院办公厅1987年2月发布的《国家行政机关公文处理办法(以下简称《办法》的过程中,对“请示”和“函”的用法、“上级机关”的含义有不解之处。首先,我们分公司(驻地泸州市)隶属于重庆公司(驻地重庆市),有许多事情须报请当地(泸州)工商、公安、航管等管理部门批准后方可办理,常用“关于请求批准xxx的函”,往往不能为受文单位所接受,其理由是“既然是函,则可复可不复”。为了办成某件事,我们只好改用“请示”,而许多受文单位的级别均比我们低。这是否违背了《办法》规定的“对没有隶属关系的机关不必发文请示”的行文规则?
