从人类社会历史发展的视野来看,城市是社会生产力发展到一定阶段的必然产物,是一种存在于特定地理空间中的社会的、经济的综合体。当城市从迅速扩张向稳定发展期前进时城市建设就不再仅是量的概念,更是质的提高。而质就体现在城市的公共设施建设中,公共设施建设是否齐全,是否有着无障碍人性化的设计都将影响整个城市的运作及形象。同时,也影响着人们对城市发展的认同感及归属感。
