改革开放20多年以来,在邓小平同志“杀出一条血路”等关于特区建设思想的指引下,深圳、珠海、汕头、厦门和海南5大经济特区以敢为天下先、敢闯敢试的精神和勇气,创造性地推动特区的经济建设,使特区的经济建设取得了长足的进展。客观而论,中国经济特区设立已有20多年的历史,5大经济特区在中国经济建设中起到了巨大的拉动、示范和辐射作用,取得了令世人瞩目的成就,但在特区国民经济高速运行的同时,投资也在迅速扩张。究竟五大特区投入产出的效益如何?系统地反思和分析特区建设过程中投入与产出之间的配比关系,这不仅是理论界应当研究和给予科学回答的问题,而且也始终是中央和特区政府十分关注的问题。本文运用作者最先提出的“投入产出配比价值系数”这一指标,分别测算了深圳、珠海、汕头、厦门和海南5大经济特区自1980～2000年期间以及各个发展时期的相关指标,并进行了定量分析和排序,窥一斑而见全豹,以期对5大特区政府未来提高投资效果,实现经济的可持续发展提供有益的参考。
