In July 2005, President Pushkin officially signed the “Special Economic Zone Law” of the Russian Federation and instructed relevant government departments to set up a special administrative agency, the special economic zone administration of the Russian Federation. Over 70 applications were received four months after the promulgation of the “Special Economic Zone Law” and were screened by the selection committee at various levels. Finally, at the end of 2005, the Russian government announced the first lists of the six approved special economic zones:
