近年来,我国在全球积极减排趋势的影响下倍加重视气候治理问题,欧盟作为全球气候治理的坚定执行者和主要推动力量,在碳排放治理水平上居于全球领先地位。本文系统介绍了由气候政策、碳交易体系和低碳文化等重要因素构建的欧盟碳排放政策框架,并从碳排放水平和全球影响等对欧盟碳排放政策的实施效果进行评价,以期更好地吸取欧盟治理经验和教训。
In recent years, China has placed more emphasis on climate governance under the influence of the global positive emission reduction trend. As a firm executor and main driver of global climate governance, the EU occupies a leading position in the global carbon emission management. This article systematically introduces the EU’s carbon emission policy framework based on such important factors as climate policy, carbon trading system and low-carbon culture. It evaluates the implementation effect of the EU’s carbon emissions policy from the perspective of carbon emission level and global impact so as to better Draw lessons from EU governance and lessons learned.
