3月23日发布的《中共中央、国务院关于深化体制机制改革加快实施创新驱动发展战略的若干意见》指出:“把科技创新摆在国家发展全局的核心位置,统筹科技体制改革和经济社会领域改革,统筹推进科技、管理、品牌、组织、商业模式创新,统筹推进军民融合创新,统筹推进引进来与走出去合作创新,实现科技创新、制度创新、开放创新的有机统一和协同发展。”这是党的十八大提出科技创新重大战略决策之后,党中央、国务院出台的又一份指导科技创新驱动发展的纲领性文件。《意见》明确了实施创新驱动发展的“四个坚持”和一个目标:坚持需求导向、人才为先、遵循规律、全面创新。到2020年,基本形成适应创新驱动发展要
