历经14年的经济体制改革和对外开放,使我国的经济体制格局、经济运行机制、综合国力以及经济的国际化程度都发生了深刻变化.这些变化明显增加了我国经济体制中市场经济的含量,提高了对关贸总协定有关原则和规范的适应性,从而为我国重返关贸总协定,以及“返关”后充分利用总协定提供的多边最惠国待遇等有利条件,经受国际竞争中新的考验,改善和提高我国的国际竞争力奠定了坚实的基础.多种所有制经济共同发展新格局的出现,国有企业转换经营机制的改革,为我国重返关贸总协定迈出了决定性的一步
