普及初等教育是实施九年制义务教育的第一阶段。我省在1985年以县(市、区)为单位基本普及了初等教育。为了进一步巩固、发展普及初等教育成果,现根据《中华人民共和国义务教育法》和1986年国家教育委员会、国家计划委员会、财政部、劳动人事部《关于实施<义务教育法>若干问题的意见》,及江苏省人大常委会通过的《江苏省实施<中华人民共和国义务教育法>办法》,提出关于巩固和提高普及初等教育的基本要求及其考核办法
Universal primary education is the first stage of implementing nine-year compulsory education. In 1985, the province basically popularized elementary education in counties (cities, districts). In order to further consolidate and popularize the achievements of primary education, it is based on the “Compulsory Education Law of the People’s Republic of China” and the “Opinions on Several Issues Concerning the Implementation of the Compulsory Education Law” of the State Education Commission, the State Planning Commission, the Ministry of Finance, and the Ministry of Labor and Personnel of 1986. And the “Measures for the Implementation of the Compulsory Education Law of the People’s Republic of China in Jiangsu Province,” passed by the Standing Committee of the People’s Congress of Jiangsu Province, put forward the basic requirements for the consolidation and improvement of universal primary education and its assessment methods.
