Since the Third Plenary Session of the 11th CPC Central Committee, with the deepening of the reform, there has been a gradual deepening change of understanding between planned economy and market economy. The 12th CPC Central Committee proposed that the planned economy should be the mainstay and the market adjustment should be supplemented.
