十八届三中全会及此后的一系列决定和规划都一再强调,中国经济体制改革方向是“健全使市场在资源配置中起决定性作用和更好发挥政府作用的制度体系”。改革开放创造了宽松的经济发展环境,要素的自由流动和合理配置为实体经济的发展提供了便利。正是有了各地政府的参与,甚至作为主要的推动力量,通过一系列合适的体制机制供给为实体经济发展与产业创新提供了有利的上升空间,最终实现经济长期快速增长。成都面对经济转型升级和建设全面体现新发展理念的国家中心城市的新目标,近期出台了“产业新政50条”及配套政策,着力创新要素供给,培育产业生态,加快实现新旧发展动能转换和发展方式创新。
