陈兰段为完成五○年在东坝头以上扣石坦的任务,在未开工前该段工程队长首先作了个扣石坦的报告。没经队员同志的酝酿及讨论,就马上开了工。因此大部分队员感觉没作过,虽有一小部份过去作过,感觉也和这次的作法有些不同,认为不好作,领导上也没说出怎样作法。所以开工后大部分队员对这一工作感觉困难思想上就不通,以致工作效率不能提高,每人每天平均一平方公尺左右。同时有些队员在工作中把手脚碰破。更增加了他们对这一工作失掉了信心。段队领导上和技术委员
