建设工程监理制度在国际上已成为工程建设管理的重要环节。我国通信建设工程监理工作起步较晚,但是经过10多年的发展,通信建设工程监理法规框架已初步形成,通信建设监理队伍逐渐壮大。通信建设监理的实施,对加强工程管理,提高工程的效益,保证工程质量方面都起到了举足轻重的作用。特别是近几年,随着电信重组,通信建设从业人员的调整,通信建设监理成为通信工程建设中不可缺少的重要环节,在通信工程建设中引进监理约束机制已日益成为建设单位的共识。
The construction supervision system has become an important part of the construction management in the world. China’s telecommunications construction project supervision started later, but after more than 10 years of development, communications construction project supervision framework has been initially formed, the telecommunications construction supervision team has gradually grown. The implementation of communications construction supervision plays an important role in strengthening project management, improving project efficiency and ensuring project quality. Especially in recent years, with the restructuring of telecom reorganization and the adjustment of practitioners in communications construction, the supervision of communications construction has become an indispensable and important link in the construction of communications projects. The introduction of supervision and restraint mechanisms in the construction of telecommunications projects has increasingly become the consensus of construction units.
