中国有句老话,叫做“不患寡而患不均”。针对今天的现实,此话可改为“既患寡,更患不均”,这样才符合实际。在市场经济条件下,收入的高低多寡绝不是无关痛痒的事。人往高处走,在很大程度上就是往高收入处走,这是勿需讳言的事实。没有较高的收入和待遇,企业既留不住更招聘不来优秀的人才。但收入的多寡只是分配问题的一个方面,另一方面是分配的是否公平、公正(均与不均)。无论是寡而不均,还是多而不均,其损害的不仅是个人的积极性和热情,而且是整个群体(企业、单位等)的积极性与活力。这有计划经济体制下的平均主义和大锅饭的教训为证。一般而言,寡的问题,主要靠发展
