都说人杰地灵,是的,潮州的确人杰地灵。但是,当我在出席2004年广东省、市老促会理事长座谈会期间,听了经验介绍和看过几个参观点之后,我霍然感悟:潮州是因为人杰,地才灵的。潮州市辖潮安、饶平两县和湘桥、枫溪两区,面积3600多平方公里,就跟我省的惠东县差不多,但人口却有249万之众,真是人多地少啊!这不能不说是一个劣势。而且全市现有老区镇39个,占全市乡镇的76%;现有老区行政村562个,占全市行政村的61%;全市大部分老区又都是边远山区,自然环境差,基础设施
