检验检疫部门与地方卫生部门等在国境口岸履行卫生监督工作中,存在着职能交叉,这种状况不利于国家卫生管理工作在国境口岸上的统一性和权威性。综观相关的法律法规,对国境口岸缺乏统一的概念,对国境口岸的区域和范围不够明确。对现有的卫生检疫法律法规进行修订时应注意完善国境口岸的界定、明确口岸区域和卫生检疫监管工作范围,从法律上保障检验检疫部门在口岸依法履行职责。
