国际社会的和平与发展离不开国际刑事司法,国际刑事司法“惩罚犯罪、保障人权、实现公正”的目标,则需要国际刑事审判机构中的检察官、法官、书记官等内设机构的人员来保障。但《罗马规约》赋予检察官自行调查权的规定却引发了国际社会对国际检察官权力滥用以及可能干涉国家内政的担忧。因此,如何对包括检察官在内的内设机构进行监督和制衡,是国际刑事法院从设计之初便值得反思的一个问题。
