党的十八届三中全会吹响了全面深化改革的号角。全会公报及决定内容丰富,备受各界关注,引起全民热议。作为公报和决定中被提及最多的字眼,改革的重要性与决定性作用不言而喻。改革由发展中存在的问题倒逼产生,其目的就是加以解决,从而推进各项工作的深入进行。全面深化改革,需要各个层面、各级组织、各行各业都行动起来,加以落实,不断破解发展中存在的各种问题。在全会描绘的未来10年全面深化改革路线图中,突出强调“以经济体制改革为重点,发挥经济体制改革牵引作用”。这是一个带有全局性、根本性的重要判断,为全面深化改革明确了着力点和突破口。作为国民经济的重要组成部分,纺织行业要把改革向纵深推进,亦必须把握好这一战略重点和主攻方向。
The Third Plenary Session of the 18th CPC Central Committee has sounded the horn of deepening the reform in an all-round way. The plenary communique and its decision are rich in content and have drawn the attention of all circles and aroused people’s enthusiasm. As the most frequently mentioned word in the communiqué and decision, the importance and decisive role of the reform are self-evident. The reform has been forcibly produced by the problems in development and its purpose is to be solved so as to promote the further development of various tasks. To deepen the reform in an all-round manner, we need all levels, organizations at all levels and all walks of life to act and implement them, so as to constantly crack down on the various problems in their development. In the road map of the comprehensively deepening reform over the next 10 years as outlined by the plenum, the emphasis on “taking the economic reform as the key point and exerting the traction of economic structural reform” has been highlighted. This is an important and fundamental judgment with overall and fundamental significance, which clearly sets out the focal point and the breakthrough point for deepening the overall reform. As an important part of the national economy, the textile industry needs to push forward the reform in depth and must also grasp this strategic focus and direction.
