目的了解新疆生产建设兵团(简称兵团)卫生应急能力现状,为科学而规范地指导兵团的卫生应急能力建设、提升各地的卫生应急能力提供依据。方法按照国家卫生计生委《卫生应急能力评估标准》,对兵团、师、团三级卫生应急能力进行评估和量化评分。结果对照国家评估标准,兵团整体卫生应急能力还有相当差距,兵团、师、团三级能力依次递减,尤其是团级能力较差,占总分的28.3%,仅具备国家要求能力的约三分之一;兵团本级卫生应急能力差距较大的前三项依次是宣教科研、善后评估、培训演练,分别占国家要求能力的10.0%、25.0%和55.7%;师级卫生应急能力差距较大的前三项依次是善后评估、应急处置、装备储备,分别占国家要求能力的39.5%、43.2%和49.5%;团级卫生应急能力差距较大的前三项依次是应急处置、善后评估、装备储备,分别占国家要求能力的25.4%、29.6%和39.4%。结论兵团各级应加强卫生应急体系和卫生应急能力建设,以突发公共卫生事件应急处置为抓手,做好卫生应急准备工作,提升卫生应急的处置能力。
Objective To understand the status quo of health emergency response ability of Xinjiang Production and Construction Corps (referred to as Corps) and provide basis for scientifically and properly guiding Corps to build health emergency response capabilities and enhancing health emergency response capabilities throughout the region. Methods According to the National Health and Family Planning Commission, “Health Emergency Response Criteria”, the corps, divisions and regiments level three emergency response capacity to assess and quantify the score. Results Compared with the national assessment standards, the Corps overall health emergency response capacity still lags far behind. The capabilities of the Corps, Teachers and Corps decrease in sequence, especially at the regiment level, which accounts for 28.3% of the total score and only about 3 The first three items of the Corps’ ability to respond to health emergencies at large are as follows: education and scientific research, rehabilitation and training exercises, accounting for 10.0%, 25.0% and 55.7% of the national requirements respectively; The top three followed by the big ones were post-disaster assessment, emergency response and equipment reserve, accounting for 39.5%, 43.2% and 49.5% of the national requirements, respectively. Conclusion Corps at all levels should strengthen the construction of the health emergency response system and emergency response capacity, take the emergent disposal of public health emergencies as the starting point, do a good job in emergency response work and improve the emergency response capacity.
