1998年度《档案与建设》宣传发行工作会议于8月19～21日在徐州市召开。13个省辖市及部分县（市）档案局的有关同志共60余人参加了会议,省档案局副局长谈宝忠、省档案学会副理事长任遵圣同志出席了会议。 会上,谈宝忠同志传达了不久前召开的全国档案宣传工作会议精神,就新形势下我省的档案宣传工作、《档案与建设》的发行工作及刊物自身的建设等问题作了重要讲话。他说,档案工作的立足点,就是要围绕党的中心工作,具体到我省,就是围绕省委、省政府中心工作,为领导的决策提前做好档案资料的支撑,更好地为两个文明建设提供服务。让社会支持、了解、认识、重视档案工作,离不开宣传。要占领期刊这个阵地,充分发挥期刊的舆论导向作用、监督作用、对业务建设的支持作用及鼓劲激励作用,把我省的档案宣传工作推向一个新高度。谈宝忠同志主要讲了三个方面的问题:
