为了合理开发利用与保护四川省稀土资源,促进稀土企业健康、有序地发展,为省政府制订政策提供决策依据,探讨行业的规划建设,研究不同时期的宏观调控办法,协调产、供、销及科技开发,加快新技术和稀土产品的推广应用,传递国内外市场信息,研究稀土产业的发展,提高四川稀土产业在国内外市场的竞争力,经省民政厅批准,四川省稀土行业协会于1996年7月30日在成都召开了成立大会.省政协副主席辛文、省政府老领导韩邦彦、省计委、省科协和各有关厅局负责同志及稀土生产、应用厂家,科研院所等单位代表70余人出席了会议.
