In the 1979 New England Journal of Medicine, an article was published describing a new type of Independent Medical Association (IPA)—an organization set up to encourage private practitioners of primary care to coordinate and economically manage their patients’ medical care. The “United Health Organization” organized by SAFECO Life Insurance Co., Ltd. has evolved from an independent organization of primary medical care (IPA), which has begun to take shape, to becoming the largest organization of its kind in the United States. At present, the government and the private sector, in addition to their interest in the management model, have also expressed their hopes for various types of health care organizations and organizations that give priority to primary care. In this case, SAFECO’s experience is particularly beneficial because of the existence of a mature plan and a well-developed plan for each type of independent medical organization.
