党的十六届四中全会通过了《中共中央关于加强党的执政能力建设的决定》,这个决定高瞻远瞩、意义深远,关系到党和国家的兴衰成败与中华民族前途命运。决定指出必须坚持科学执政、民主执政和依法执政。司法工作是党依法执政的有机组成部分,提高司法能力是加强党的执政能力建设的重要内容,在社会主义民主法治建设中有举足轻重的作用。因此,人民法院有必要结合自身实际,思考法院工作的新思路。
The Fourth Plenary Session of the 16th CPC Central Committee passed the “Decision of the CPC Central Committee on Strengthening the Building of the Party’s Ability to Govern”. This decision has a far-sighted and far-reaching vision and is of great significance to the success or failure of the party and the nation and the future and destiny of the Chinese nation. The decision pointed out the need to uphold scientific governance, democratic governance and administration by law. Judicial work is an integral part of the party’s administration by law. Improving judicial ability is an important part of strengthening the building of the party’s governing ability and plays an important role in the construction of socialist democracy and the rule of law. Therefore, it is necessary for the people’s court to consider the new ideas of the work of the court in light of its own reality.
