为使我国政府问责制建构和运行取得良好功效,就须立足我国政府管理、过程,对问责制功效之主要影响因素进行梳理和分析,进而采取相应对策和措施。这些影响因素大体可归为实体因素和制度因素两类,前者包括问责主体和问责客体;后者包括作为正式约束之问责制度和作为非正式约束之问责文化。
In order to make the construction and operation of our accountability system work well, we must base ourselves on the management and process of our government to sort out and analyze the main influencing factors of the effectiveness of the accountability system, and then take corresponding measures and measures. These factors can be roughly classified into two categories: physical factors and institutional factors. The former includes the main body of accountability and the object of accountability. The latter includes the accountability system as a formal constraint and the accountability culture as an informal constraint.
