严冬季节即将到来,据气象预报,今年冬季初霜日期将比往年提前十至十五天,井时有冶空气侵入我省,最低气溫将降到零下二至三度。而这个时期正处于工业生产任务比较紧张,农田水利建設工作也已开始。在这种情况下,积极认真地做好防寒、防冻、防火工作,保証工人、农民安全过冬和国家財产不受損失,对完成今年生产計划和冬修任务有着重要意义。为此,特作如下通知:
