近期,众多大城市纷纷提出争建国家中心城市,使其成为政策、学术、社会关注的焦点。在新时期,必须建立对国家中心城市发展绩效的正确认知、评价与考核,不仅要关注自身竞争力的提升,更要关注其在区域-国家-洲际尺度协同力的提升。本文以北京、天津、上海、广州、重庆、成都及其所在区域作为研究对象,以发展进阶与协调性测评为切入点,构建涵盖经济、产业、消费、就业、城镇化五大维度的城市发展阶段指标体系,测度与分析国家中心城市及其所在区域的发展阶段,并通过统计学和空间计量学的方法双向测度国家中心城市区域层面的均衡性与关联性,进而综合评价得出四大区域协调性基础的高低。最终从区域视阈对国家中心城市中心发展基础、绩效与政策提出原则性建议。
Recently, many big cities have proposed to fight for establishing a national central city, making them the focus of policy, academic and social concerns. In the new period, we must establish the correct cognition, evaluation and assessment of the development performance of the national central cities. We must not only pay attention to the enhancement of our own competitiveness, but also pay attention to the improvement of their synergy in the regional-national-national scales. Taking Beijing, Tianjin, Shanghai, Guangzhou, Chongqing, Chengdu and their areas as the research objects, this paper takes the development of advanced and coordinated evaluation as the starting point and builds a city that covers five dimensions of economy, industry, consumption, employment and urbanization Stage index system to measure and analyze the development phases of the national central cities and their regions. By means of statistics and spatial econometrics, we can measure the balance and relevance of the national central cities in a two-way manner, and then make a comprehensive evaluation of the four major regions The level of coordination base. Finally, we put forward the principle suggestion on the development foundation, performance and policy of the national central city center from the regional perspective.
