The “Twelfth Five-Year Plan” period is the crucial period for building an overall well-to-do society in our country. The Fifth Plenary Session of the 17th CPC Central Committee has made a major strategic plan that focuses on the theme of scientific development and accelerates the transformation of the mode of economic development. This has set new and higher requirements on the quality and capability of leading cadres.
