全国第三次教育工作会议明确指出:教育是知识创新、传播和应用的主要基地,是培育创新精神和创新人才的重要摇篮。全面实施素质教育,重点就是培养学生的创新精神和实践能力。只有善于创造性思维的人才能有所发现,有所创造,有所前进。显然,这次会议是为我国教育改革和发展规定的新方向。全面实施素质教育,要求对学生实施创新教育。创新教育是以开发学生创造潜能、培养学生创造力为目标的教育,它特别强调对学生创造性思维能力、创新精神以及创造性实践能力的培养。
