决策是管理职能中最重要的环节,决策的正确与否是关系到企业兴衰成败的关键。1978年诺贝尔经济学奖获得者赫伯特·西蒙提出“管理就是决策”。真正意义上的管理,是通过计划、组织、控制等环节协调人力、物力、财力资源以期高效率地达到组织目标的过程。而决策是管理的核心内容,它贯穿于整个管理过程。决策不仅包含了计划,而且包容了整个管理,按照西蒙的观点,决策甚至就是管理本身。管理具有广泛的社会性,是科学和艺术的有机结合体。决策的科学化,应做好以下几方面的工作:
Decision-making is the most important link in the management function. Whether the decision-making is correct or not is the key to the success or failure of the enterprise. 1978 Herbert Simon, winner of the Nobel Prize in economics, proposed that “management is policy.” In the true sense of management, it is the process of coordinating manpower, material and financial resources through planning, organizing and controlling so as to achieve the organizational goals efficiently. The decision-making is the core of management, which runs through the management process. The decision not only includes the plan, but also the entire management. According to Simon, the decision is even the management itself. Management has a wide range of social, science and art is the organic combination.
