东府办[2012]184号各镇人民政府(街道办事处),市府直属各单位:《东莞市最低生活保障对象基本医疗救助实施办法》业经市人民政府同意,现印发给你们,请认真贯彻执行。2012年12月19日东莞市最低生活保障对象基本医疗救助实施办法第一条为完善我市最低生活保障体系,帮助我市低保对象解决“看病难”问题,保障低保对象的基本医疗权利,根据《关于开展重特大疾病医疗救助试点工作的意见》(民发[2012]21号)和《广东省城乡特困居民医疗救助办法》(粤民助[2010]1号)规定,结合我市实际,制定本办法。第二条本办法适用于对我市户籍最低生活保障对象(以下简称低保对象)的基本医疗救助。第三条市民政局是我市低保对象基本医疗救助(以下简称低保医疗救助)工作的主管部门,依法组织和实施全市低保医疗救助工作,负责制订本市低保医疗救助相关政策,会同市财政部门编制低保医疗救助金年度预算并划拨低保医疗救助金,对全市低保医疗救助工作人员进行业务培

December 19, 2012 Implementation Measures of Basic Medical Assistance for Minimum Living Security in Dongguan Article 1 To improve the city’s minimum living security system, to help the city’s low-income target to solve the “difficulty of seeking medical treatment” problem, and to protect the basics of the low-risk target. The right to medical treatment is based on the Opinions on the Pilot Project of Medical Rescue for Serious and Serious Diseases (Minfa [2012] No. 21) and the “Measures for the Medical Relief for the Destitute People in Urban and Rural Areas in Guangdong Province” (Guangminzhu [2010] No. 1). The reality of our city is to formulate these measures. Article 2 This measure applies to the basic medical assistance to the city’s household registration minimum living protection target (hereinafter referred to as the minimum living security target). Article 3 The Municipal Civil Affairs Bureau is the competent department responsible for the basic medical assistance for low-guarantees (herein referred to as Dibao medical assistance). It organizes and implements the city’s minimum-guarantee medical relief work in accordance with the law, and is responsible for formulating relevant policies for the city’s minimum medical insurance assistance. In conjunction with the municipal financial department, the annual budget of the minimum medical insurance salvage fund is prepared and the minimum living medical salvage fund is allocated to conduct business training for the city’s minimum-guarantee medical salvage workers.
