上海市《档案系列专业技术岗位设置及其引入因素 评价方法》的课题,经过三年的探索与研究,达到了预期 的目标。于1994年12月22日通过专家鉴定。本文将该研 究成果的概况作一介绍,旨在引起档案界同仁和有关人 事部门的注意,以利于进一步促进研究成果的推广应用 和深化。 职称改革是我国专业技术人员管理制度的一项重大 改革,是人事制度改革的重要组成部份。首次评聘时,为 尽快满足广大专业人员迫切要求解决专业职务的愿望, 重点做了任职资格评审工作,即使是设置专业技术岗位, 也仅局限于部份单位内部按需要试行。对如何合理设置 专业技术岗位和职务结构比例缺乏科学的理论和方法指 导,影响职务数额的确定。致使部份符合任职条件的人员 由于无指标额度而不能评聘相应专业职务,因此多年来 评聘工作矛盾尖锐,挫伤了专业技术人员积极性,影响了 职称改革的实际效果。
Shanghai “archives series of professional and technical positions and the introduction of factors evaluation method” of the topic, after three years of exploration and research, to achieve the desired goal. On December 22, 1994 passed the expert appraisal. This article introduces the general situation of the research results, aiming to arouse the attention of archives colleagues and relevant personnel departments in order to further promote the popularization, application and deepening of the research results. Professional title reform is a major reform of the professional and technical personnel management system in our country and an important part of the personnel system reform. The first appointment, as soon as possible to meet the urgent desire of the majority of professionals to resolve professional positions, focusing on doing the qualification review, even setting professional and technical positions, but also limited to some units within the pilot as needed. There is a lack of scientific theories and methodological guidance on how to rationally set the ratio of professional and technical positions to the structure of post, which affects the determination of the amount of posts. As a result, some staffs meeting the conditions of appointment can not appraise corresponding professional posts because of no quota limit. Therefore, the appraisal work has been sharply contradictory over the years, dampening the enthusiasm of professional technicians and affecting the actual effect of job title reform.
