计量是现代化建设中一项必不可少的技术基础工作。将计量科学技术运用到科研、生产、试验和企事业单位的经营管理工作中去,并在运用这项科学技术的过程中辅之以行政手段甚至是法制手段去组织实施,这种工作就是计量技术管理工作。概括起来说,计量技术管理工作由两个主要部分组成。其一是计量测试技术,其二是计量管理。这两部分把计量工作构成为一个整体。两者是互相制约、相辅相成的,缺一不可,如同电子计算机的软件与硬件的关系一样。计量管理工作就是计量工作的软件,而计量测试技术就是计量工作的硬件。
