有这么一件事:某地进行较大规模的机构改革,当地的档案馆事先未得到些许消息。机构改革以快刀斩乱麻之势进行,一个月时间即告结束。被撤并的单位中,有不少档案工作基础较差,尚有大量的未立卷的散存文件。待到机构撤并过程中,人心波动,谁还有心思整理档案?无可奈何,档案馆的同志只得成包成捆地把那些散存的文件扛进了馆里。这些本应在立档单位完成的任务,却阴差阳错地变成了档案馆的任务,档案馆背上了沉重的包袱。
There is such a thing: a large-scale institutional reform was conducted somewhere, and local archives did not get any prior notice. These tasks, which should have been done in the archiving units, have become the mission of the archives, with a heavy burden on the archives.
