构建完整的统筹城乡商贸流通体系,有利于保证城乡之间的商贸活动能够有效流通和发展,为城乡统筹发展奠定坚实的基础。中国统筹城乡商贸流通体系面临着城乡分割发展的二元经济结构制约、城镇化发展状态滞后导致的阻碍、现代物流体系及连锁性经营建设力度不够造成的约束等问题。应大力推进城镇化建设,为建立健全统筹城乡商贸流通体系创造有利条件;给予城乡商贸流通主体相应的鼓励与支持;大力发展商贸流通连锁经营,创建与城乡商贸流通相适应的物流系统;加大统筹城乡商贸流通体系的制度支持,拓宽商贸流通企业融资渠道。
Constructing a complete urban and rural commercial and trade circulation system will help to ensure that the commerce and trade activities between urban and rural areas can be effectively circulated and developed, laying a solid foundation for the overall development of urban and rural areas. China’s overall system of urban and rural commercial circulation is confronted with the dual economic structure restricting the development of urban and rural areas, the hindrance caused by the lagging urbanization, the constraints imposed by the modern logistics system and the lack of building chain operations. We should vigorously promote urbanization and create favorable conditions for the establishment and improvement of a balanced system of urban and rural commerce and trade. We should give appropriate encouragement and support to the main body of commerce and trade in urban and rural areas. We should vigorously develop the chain business of commerce and trade and establish a logistics system that is appropriate to the circulation of urban and rural commerce. Plan the institutional support for the circulation system of urban and rural commerce and broaden the channels for financing corporate circulation.
