从地勘单位经营管理特点出发,根据我国宏观改革形势和地质工作体制改革的总体规划,系统研究和探索地勘单位管理目标模式,是当前地质经济体制改革的一项重要内容。本文运用系统论原理,结合我国地质工作运行现状和有计划商品经济的客观要求,系统讨论了地勘单位管理目标模式的改革问题。全文包括四个部分:一、地勘单位的改革特点和发展趋势;二、地勘单位管理目标模式的设想;三、适应目标模式的改革对策;四、目标模式的适度推进与转换。把地勘单位经营管理逐步纳入商品经济轨道是地质工作体制改革的出发点和归宿,也正是本文展开分析和探讨的逻辑支撑点。本文的基本思路是:沿着地质经济运行和体制改革的动态轨迹,力图探索其发展变化的脉博;从地勘单位管理要素、系统及环境的组合联动和制约关系去把握强化地勘单位管理效应、提高地勘单位素质和激发其活力的客观运行机制和现实改革对策。据此提出地勘单位管理目标模式改革的基本轮廊是:以提高地勘单位素质为核心,运用系统观点,加强地勘单位经营活动全过程、全方位的管理。改革经营目标和经营策略,建立多层次、多结构、分阶段的经营目标和多样化、多触角、多系列的经营策略;眼睛向内,改革管理系统内部要素及其运行结构;强化要素功能,建立完善内部经营机制,提高管理整体效应,增强地勘单位活力。
According to the operation and management characteristics of geological exploration units, according to the general plan of macro-reform and geological work system reform in our country, systematically studying and exploring the management target model of geological exploration units is an important part of the present reform of geological and economic systems.
